COMMUNITY-LIBRARY INTER-ACTION (CLIA): LIBRARIES AS COMMUNITY ANCHORS PROMOTING PEACEFUL AND SUSTAINABLE COMMUNITIES  

Libraries are community anchors, playing a key role in developing peaceful and sustainable communities.  Across the world, local communities may be experiencing challenges and conflict, and need a space to raise and identify common concerns, formulate action and tackle systemic barriers.  Libraries are in a position to develop community capacity building processes to advance community knowledge, intercultural understanding, empowerment and solutions. The Community-Library Inter-Action (CLIA) Project responds to this need by supporting libraries to facilitate local dialogue and community action. In this context libraries contribute to the collective action and impact on the part of libraries worldwide to advance peaceful and sustainable communities.  CLIA engages three core elements:
1.     democratic dialogue
2.     social cohesion, inclusion, equality and diversity
3.     informed civil and civic action

BIOGRAPHY
Dr. Clara M. Chu is Director of the Mortenson Center for International Library Programs, and Mortenson Distinguished Professor at the University of Illinois at Urbana-Champaign.  From 2009 to 2015 she was at the Department of Library and Information Studies (LIS) in The University of North Carolina at Greensboro, where she held the positions of Chair and Professor. Prior to 2009 she was a faculty member at the Department of Information Studies in the University of California at Los Angeles.  She has studied in Canada, the US, Mexico and Peru, and obtained her Ph.D. from the University of Western Ontario in Canada.

Chu’s research focuses on understanding the information needs, uses and barriers faced by multicultural communities and how they can shape information practices and institutions to provide equitable access to information and foster social change.  Her transnational ethnic minority experiences inform the critical lens she applies in her research, and the engagement of diverse voices in developing user/student-centered library and information services and education.  Having published, presented and consulted internationally in English and Spanish, she is a leading voice on multicultural library and information issues. Chu has served on the editorial boards of LIS and Asian/Pacific American Studies journals, and is currently serving on the boards of Libri and Library Trends.  She is active in library and information associations; most recently, having served as 2014/15 President of the Association for Library and Information Science Education (ALISE) and as 2013-15 Division IV Chair, Professional Committee & Governing Board Member of the International Federation of Library Associations and Institutions (IFLA).  She is currently the ALA representative on the U.S. National Commission for UNESCO.  She is the recipient of numerous awards and recognition, including the 2016 ALISE Award for Professional Contribution to Library and Information Science Education, and the American Library Association’s 2008 Library Diversity Research Honor and its 2002 Equality Award.
